Prior to the formal publication of the text of the Constitutional Treaty for Europe during the autumn of 2004 (following its linguistic and legal checking and translation into all EU legal languages, and formal signing by the Member States) the General Secretariat of the IGC has issued this 'unofficial' text. This comprises the text of the draft Treaty establishing a Constitution for Europe from June 2003 and incorporating all the changes agreed at the culmination of the Intergovernmental Conference 2003/04 at the European Council, Brussels, 17-18 June 2004.
