Gerhard Schröder, German Chancellor and Otto Schily, Minister of the Interior, welcomed proposals put forward on 4 July 2001 by an independent commission in the 323-page report, titled 'Arranging immigration, promoting integration'. In an initial response the Christian Democrat opposition rejected the proposals and ruled out co-operation.
