Article 20 of the Directive 2000/14/EC requires the Commission to report to the European Parliament and the Council on the need for revising the Directive, by either further reducing the noise limits specified for some equipment and/or submitting additional equipment to noise limits. In reply to this request, a stocktaking study and consultations with stakeholders have been undertaken in 2007, resulting in the identification of three series of technically possible scenarios for reducing noise levels of the equipment considered, for introducing noise limits for additional equipment and for revising some noise tests methods.

Those scenarios have been submitted to a detailed Impact Assessment Study .The results will enable the Commission services to rank them on their environmental, social and economic merits in order to serve as a basis for proposing appropriate amendments to the Directive as requested by its Article 20.
