The Distance Marketing Directive (Directive 2002/65/EC) was adopted by the European Parliament and Council on 23 September 2003 and must be implemented by 9 October 2004. HM Treasury has overall responsibility for implementing the Directive in the UK but has proposed that the Financial Services Authority (FSA) should implement it through its Handbook for the products, firms and services that it regulates. In this consultation paper (CP 196), the FSA sets out its proposed rules and guidance for implementing the Directive. Deadline for responses: 2 December 2003.
