On the 20 July 2016, a Memo was released to highlight what actions had been completed on terrorism, border management, radicalisation, disrupting terrorist financing, firearms and explosive precursors.

The European Commission had adopted the European Agenda on Security on the 28 April 2015, setting out the main actions envisaged to ensure an effective EU response to security threats over the period 2015-2020. The period since the adoption had been marked by tragic terrorist attacks around the world, notably on European soil in Paris in November 2015, in Brussels in March 2016 and in Nice on 14 July 2016.
