Roma in Europe continue to suffer discrimination and exclusion, putting them at a high risk of poverty and unemployment. EU institutions and Member States have a joint responsibility to improve this, using all instruments at their disposal. Prepared by the European Roma Rights Centre and the Roma Education Fund, the Report on Improving the tools for the social inclusion and non-discrimination of Roma in the EU examines practices and actions in EU Member States which have contributed to Roma inclusion. The Report describes the general political context before setting out conditions which favour the effective implementation of such practices. Funding options for Roma-related projects are analysed, drawing on examples from Member States, with a view to identifying key success factors. The Report then looks at project models which are demonstrably successful and transferable and concludes by outlining the lessons learned from this analysis.
