UK industrial energy users said on 24.3.00 that negotiations over the climate change levy had reached a serious impasse after this week's UK budget failed to clarify the terms of the controversial tax. The Energy Intensive Users Group said it was still unclear who was eligible for a rebate from the tax and whether the levy would fall foul of proposed European Union guidelines on state aid. |
