Industry in fog over emission targets

UK industry has criticised the government for failing to make clear the carbon emissions allocations companies can expect under the European Union's carbon trading scheme, due to begin in January 2005. Although the UK government published its national allocation plan on 27 February 2004, setting out the total amount of carbon British industries will be allowed to emit, it did not give details of the ceiling for each sector.
