The purpose of this 'Information handbook' from the General Secretariat of the Council of the European Union is in part to explain the basic concept of how the Council works, but above all its function is to provide practical information both on existing sources of information and on the implementation of measures adopted with regard to openness and transparency. The guide is divided into three parts: Basic concepts; Information on Council activities; Contacts and useful addresses. The guide also reproduces the text of Council Decision 93/731/EC of 20.12.93 on public access to Council documents, amended by Council Decision 96/705/EC of 6.12.96.

Note, the 'Information handbook' is not a new edition or replacement for the 1990 booklet 'The Council of the European Community. An introduction to its structure and activities'.
