The European Court of Auditors on 16 November 2004 published its Special Report No.2/2004 on the management of the pre-accession instrument SAPARD which is designed to help candidate countries with structural adjustment in their agricultural sectors and rural areas, as well as the implementation of the acquis communautaire concerning the CAP (Common Agricultural Policy) and related legislation.
