INSTITUTIONAL reform Commissioner Michel Barnier has said EU governments should state how far they are prepared to go down the road of integration

"Perhaps it is time to lift the current ambiguities about the final destination of Europe," he told MEPs. Referring to the planned Belgian summit in December on preparations for the next round of EU reform, Barnier said: "The Laeken declaration should perhaps be the opportunity to test the willingness of the member states for integration."
