The European Parliament's constitutional committee held a meeting on 20 April 2016 with experts and other representatives from EU institutions to discuss the way forward after the European Court of Justice blocked the European Union's efforts to sign up to the European Convention of Human Rights.

Speaking at the Council of Europe in April 2016, European Commission president Jean-Claude Juncker had already stated it was a personal priority to successfully conclude the EU's accession to this convention.
