ISPA was one of the instruments to assist the candidate countries of central and eastern Europe in the preparation for accession to the European Union. It supported projects in the environment and transport sectors. In this report the Court analyses whether there was a coherent strategy and adequate preparation, whether projects were implemented according to plan and whether projects contributed to compliance with the EU environmental directives and to the improvement of trans-European networks. |
