Intergovernmental Conference 1996. Commission opinion: Reinforcing political union and preparing for enlargement

The Treaty on European Union provides that 'a conference of representatives of the governments of the Member States shall be convened in 1996'. With a view thereto, the Italian Presidency has submitted to the Council a proposal for the amendment of the Treaties on which the Union is founded; and requested Parliament and the Commission to deliver opinions on the holding of an intergovernmental conference.
