In June 2002 the Council authorised the opening of negotiations to conclude Economic Partnership Agreements with ACP countries. The negotiations were concluded and an interim agreement with a view to an EPA between the European Community and the SADC EPA States (Botswana, Lesotho, Namibia, Swaziland and Mozambique) was initialled in November 2007.

In September 2008 the European Commission presented proposals for the signing and conclusion of the interim agreement. The signing was approved on 5 May 2009 by Council Decision 2009/850/EC and took place on 15 June.
