According to the Irish MEP John Cushnahan, an EU Coastguard becomes necessary because it would be the most effective means of addressing the fears of European citizens concerning the operation of organised crime and illegal immigration on the seas of Europe, potential maritime pollution disasters and maritime safety. As a 'communautaire' proposal, an EU Coastguard represents a step forward for the political development of Europe. Finally, one of the main concerns of the Convention on the Future of Europe is how to reconnect the EU to European citizens, an EU Coastguard would be a tangible, practical and visible representation of the EU in the lives of citizens.
