Irish PM warns Merkel over treaty change

Article reported that the strong campaign by German Chancellor Angela Merkel to change the European treaty to give EU Institutions more power over national budgets was rebuffed on the 16 November 2011 by Enda Kenny, the Irish prime minister, during a visit to Berlin.

Mr Kenny said that steps to significant treaty change would be 'very challenging' to accept and implement for some countries.
