The outgoing head of the Political Committee was mortified to find that a non-EU ambassador he went to see knew more than he did about EU policy. No sooner had Amedeo de Franchis apologised to Israel's EU ambassador for not having the latest draft of a proposed Union declaration on post-Peres Israel, than Ambassador Efraim Halevy offered to show him what changes had been made. It transpired that Halevy had a copy of the declaration that PoCo members were not even sure they wanted their governments to make. |
