Meanwhile, a shake-up is under way at the Committee of the Regions, with Helmut Müllers stepping down as director of administration and returning to consultative work for the administration.

Müllers will be replaced within the next few weeks by Vincenzo Falcone.

The move comes after the Court of First Instance handed down a highly critical judgement of the CoR's recruitment policy.

But a spokesman for the committee insisted that the two events were “totally unconnected”, stressing that Müllers had wanted to move on for some time.
