Further information: The proposal outlines both ongoing and longer term EU support to the country, fully taking into account the Iraqi government's priorities. The strategy focuses on delivering continued EU humanitarian aid to the Iraqi people and facilitating the stabilisation of areas liberated from Da'esh. It also seeks to address the longer term reform, reconstruction and reconciliation efforts that Iraq needs to pursue in order to consolidate peace and build a united, democratic country in which all citizens can fully enjoy their rights in greater prosperity. The conclusions by the Council of the European Union were adopted at a meeting of the Foreign Affairs Council. Background information: This Communication is based on the broader aims to the Global Strategy on Foreign and Security Policy for the European Union and builds on the lessons learnt in the implementation of the 2015 EU Regional Strategy for Syria and Iraq, as well as the Da'esh threat. It also responds to the request of the Council of the European Union, which in June 2017 asked the European Commission and the High Representative to present a strategy which gives guidance on the next steps in the EU's engagement with Iraq. The European Commission and the EU's High Representative for Foreign and Security Policy adopted on 8 January 2018 a Joint Communication setting out an EU Strategy for Iraq. The Council of the European Union adopted a set of conclusions on this strategy on 22 January. |
