German radio group NDR, The Guardian and the International Consortium of Investigative Journalists reported in January 2017 of leaked papers which suggested that European Commission President Jean-Claude Juncker had actively obstructed while Prime Minister and Finance Minister of Luxembourg efforts to reform EU tax avoidance laws.
