Kerry’s call on European allies to commit new troops to Iraq likely to fall on deaf ears

Agreement was reached at NATO on 22 September 2004 to set up a training academy in Iraq which is expected to be staffed by 300 soldiers. However, the agreement is unlikely to mean that NATO members will commit to sending more troops to Iraq.
