Date: 10/03/05 The European Commission is to step up its fight against cartel activity by setting up a directorate devoted exclusively to cartel enforcement, EU competition chief Neelie Kroes was announcing today (10 March). She was to tell lawyers at an International Bar Association conference that anti-cartel work should be an "even higher priority" during her time as commissioner. "I would see the creation of this new directorate as a concrete expression of the zero-tolerance policy the European Commission is committed to implement in the face of this most damaging type of anti-competitive practice," Kroes says. One EU lawyer said that the construction and chemical sectors were likely to face the brunt of investigations. Kroes also confirmed that the Commission would publish a green paper on how to encourage more lawsuits in the case of anti-competitive practices - known as private enforcement - by the end of 2005. "Not enough use is made of the courts," she says.
