At the Lisbon summit 2007 is expected to be approved a Joint-EU Africa Strategy (JAES) with its corresponding Plan of Action: a first qualitative step in the dialogue policy between the two continents began in April 2000 which was the celebration date of the first Summit and in which the Action Plan of Cairo was approved: the material and formal basis of dialogue.
