Abstract:

Carol Harlow has been one of the major figures in public law over the last thirty years. This collection of essays is compiled to mark her contribution to public law which continues even though she has formally retired from her post as Professor of Public Law at the London School of Economics.

The work, which is divided into two parts, comprises chapters dealing with the general theoretical foundation of public law, including the relationship of theory and values, and discussion of the central idea of representation. Part one covers various aspects of public law. The second part addresses EU law, where Carol has played a major pioneering role. Chapters in this section address such core issues as the legitimacy of the EU, and its constitutional foundations. The role of courts in the integration process is analysed, and the desirability of judicial review over rulemaking is considered. The book closes with an appendix listing a selection of Carol Harlow's writings.

The work will interest scholars, students and practitioners with an involvement in public law.
