Legal pressures set stage for tax overhaul

The US Treasury published a report, 'Corporate inversion transactions: tax policy implications', in May 2002 which contains proposals for solving what many tax experts agree is the most flawed part of US corporate tax law - the rules for taxation of overseas income earned by American companies.
