The Congress of Local and Regional Authorities of the Council of Europe has carried out its second report on the state of local and regional democracy in the United Kingdom and followed up on Recommendation 49 of 1998. The draft report was discussed at the 26th Session of the Congress in Strasbourg on the 25-27 March 2014.
