Mandelson backs GM’s Vauxhall plan

Article reports that Nick Reilly, General Motors (GM) head of international operations, said on the 17 November 2009 that the US carmaker hoped to secure agreement in principle on loans or guarantees from various European governments where it has plants within three weeks, and implement a restructuring plan by the year's end.
