Medvedev warns about excessive power

Russia could face civil war or stagnation if too much power is concentrated in one man’s hands, Dmitry Medvedev, the Russian President, said on the 13 May 2011, in a veiled swipe at Vladimir Putin, his mentor and rival for re-election in 2012.
