A meeting of the Transport, Telecommunications and Energy Council took place on 8 October 2015 in Luxembourg. The following topics were discussed: + 4th railway package The Council sought an agreement on a general approach regarding two proposals to liberalise rail passenger services and strengthen the governance of railway infrastructure. They are part of the market pillar of the 4th railway package. + Railway security Ministers addressed the issue of railway security over their working lunch. + 2011 transport white paper The Council held a policy debate on EU transport policy priorities and targets in the context of the 2011 transport white paper, as the the Commission was undertaking an assessment on the implementation of the initiatives set out in the document. + EFSI and EU financing landscape for transport European Commission Vice-President Jyrki Katainen and European Investment Bank Vice-President Pim van Ballekom briefed ministers on new opportunities linked to the European fund for strategic investments (EFSI) and the EU financing landscape for transport. + Car emissions testing Under any other business, the European Commission updated ministers on test procedures to measure real driving emissions from cars. |
