Mémorandum franco-germano-russe sur l’Iraq soumis au Conseil de Sécurité [Franco-German-Russian memorandum on Iraq submitted to the Security Council]

The Memorandum submitted to the Security Council of the United Nations in New York on 24 February 2003 by France, Germany and Russia, stated that the disarmament of Iraq must be achieved peacefully, by means of weapons inspections, and that military action should be regarded as a last resort.
