Anticipation of a vote in the European Parliament on the new rules on cross-border mergers on 10 May 2005, 20 years after the EU had first started discussing the project. The legislation determines employees' rights when large companies decide to link up. This is one of the few areas of business and economic policy where the Parliament has co-decision powers and can accept or reject a European Commission proposal. The Parliamentary report was drafted by German Christian Democrat Klaus-Heiner Lehne (A6-0089/2005) for the Committee on Legal Affairs.
