The European Commission announced on 5 April 2017 its decision to prohibit the proposed takeover of Cemex Croatia by HeidelbergCement and Schwenk, according to the EU Merger Regulation. The Commission showed concerns that the operation would have significantly reduced competition in grey cement markets and increased prices in Croatia.

The Commission started an in-depth investigation on this takeover in October 2016.
