EurActiv published a feature in January 2016 regarding the possibilities around the creation of a 'mini-Schengen' area, comprising some of the core countries from the European Union.

The article states that a majority of the member states was against the idea floated by the Netherlands at the end of 2015.

The idea was being discussed by the Netherlands and other countries in the context of the severe pressures being placed on the principle of free movement within the Schengen Area by the migration challenges facing the EU.
