Ministers may phase in rules on scrapping old cars

UK government ministers may give in to pressure from motor manufacturers and phase in new European Union regulations on scrapping of old cars. In France and Germany the gradually phasing in the regulations would mean that car manufacturers would not become liable retrospectively for every vehicle they have produced until 2007. The EU's regulations will oblige car manufacturers to assume financial responsibility for scrapping old cars from 2002.
