Mogherini’s mission: Four steps to make EU foreign policy more strategic

At her confirmation hearing, Federica Mogherini, the EU’s new high representative for foreign affairs and security policy, said that she wants to make EU foreign policy more ‘strategic’. EU foreign policy can become more strategic‎ with bureaucratic changes, a new security strategy and more committed capitals.
