Move to shift emphasis in EU farming policy

Mr Franz Fischler, the European Commissioner for Agriculture and Fisheries, is planning to make the Common Agricultural Policy a less predominantly market-based system of support, placing greater emphasis on a rural development policy which promotes high environmental and quality standards.
