The Czech Government has barred Belarus's anti-western President Alexander Lukashenko from attending the NATO Summit in Prague, while Ukraine's leader, Leonid Kuchma, indicated he had been persuaded not to attend. It is anticipated that Mr Kukashenko will be added to a European Union visa blacklist along with 50 of his officials. NATO had also made it clear to Messrs Lukashenko and Kuchma that they would not be welcome at the Summit.
