The NATO Heads of State and Government Summit took place in Istanbul on 28-29 June 2004. This paper examines the extent of progress made in implementing the decisions of the Prague Summit of November 2002, the subsequent objectives for Istanbul and the main conclusions of that Summit. It also outlines some of the initial reactions to the decisions reached at Istanbul and prospects for the future. |
