Under the agreement with the European Commission, concluded on 8 February 2013, the European Training Foundation (ETF) will provide new support for the southern Mediterranean countries. With €2 million, a three-year project called ‘Governance for Employability in the Mediterranean’ (GEMM) will contribute to better employability of youth and women. It will aim to improve multi-level governance of vocational education and training (VET) systems in the region. Countries participating include: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the occupied Palestinian territory and Tunisia.

GEMM is one of several actions taken by the European Commission to put in practice the joint communication by the High Representative of the Union for Foreign Affairs and Security Policy and the European Commission on 'A New Response to Changing Neighbourhood'.
