With the drive for new trading opportunities for the UK after Brexit, relations with Commonwealth countries such as New Zealand were increasingly in the spotlight.

The UK had close relations with New Zealand, with security cooperation through the ‘Five Eyes’ intelligence community, shared with the US, the UK, Canada and Australia, particularly important. There was also military collaboration both bilaterally and through the Five Powers Defence Arrangement, which groups Malaysia, Singapore, Australia, New Zealand and the UK.

Even though the New Zealand economy was small, there was potential to enhance trade links with the UK. At present UK exports to New Zealand represent 0.2% of the total. The UK government had promised migration rules for New Zealanders 'at least as attractive' as at present, and business leaders had called for a new free trade agreement between the two countries and a trade dialogue process was set up in 2016. New Zealand was a member of the Trans Pacific Partnership, a free trade area that the UK had expressed an interest in after Brexit.
