Michel Barnier, France's foreign minister, said there was no 'Plan B' if voters rejected the European Constitutional Treaty in a national referendum on 29 May 2005 warning that voters should not be guided by domestic issues of French politics. Frits Bolkestein, the former EU Commissioner who had been vilified in France for his role in preparing the controversial Services Directive which bears his name, arrived in Paris to defend his proposals.
