This paper examines the progress of Norway's relations with the European Union since failing to join the EU in 1995. Norway has survived remarkably well outside the EU but has had to pay the price of adapting to the Single Market, Schengen and the European Defence and Security Policy without having much of an input. The new parliamentary situation since the September 2001 election means that it is less likely now that Norway will apply for membership before 2005.
