From the time of the attempts to ratify the Treaty on European Union (the Maastricht Treaty) considerable emphasis has been placed on opening up the work of the European Institutions to the public, on rendering the decision-making process more transparent and on making access to the EU's documents easier.

These issues were discussed at a conference held at EIPA in September 1997 and this new book comprises the edited papers of that conference. Topics covered include access to documents, the position of the Member States, the role of the media and of the European Ombudsman, as well as the broader political context of legitimacy and democracy in the European Union. Contributions in this volume are in English.
