Europe’s leading election watchdog, the OSCE’s Office for Democratic Institutions and Human Rights, has warned Moscow, January 2008 that it will scrap its monitoring of Russia’s presidential poll on 2 March 2008 – weeks after it boycotted parliamentary voting – unless its observers can start at the beginning of February 2008.
