This Communication sets out the European Union's priority actions designed to ensure that:

• Shipments of waste for preparation for reuse and recycling in the EU are facilitated;
• The EU does not export its waste challenges to third countries; and
• Illegal shipments of waste are more effectively addressed.

This document was published by the European Commission on 17 November 2021 alongside a draft Regulation introducing new rules on the shipment of waste.
