Violence against women is always under-recorded, usually under-recognised and often spuriously justified by 'culture' or 'tradition'. A new convention seeks a step change in Europe. Commentary feature looks at the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, which came into force on the 1 August 2014.
