Summary:

The Winter edition of Panorama leads with an interview with the new Commissioner for Regional Policy Corina Crețu, in which she outlines her vision of the development of the policy over the coming years. Another major article shows how EU Cohesion Policy is helping to tackle the challenges of climate change and energy security by investing in the low-carbon economy. The issue also takes a look at a number of initiatives which have been launched by the European Commission to assist EU Member States in boosting administrative capacity for managing European Structural and Investment Funds, and analyses the ‘Van den Brande Report’ on Multilevel Governance and Partnership, which aims to ensure better coherence between the Europe 2020 Strategy and the Partnership Agreements.
