Paris, Berlin hold back as UN exempts peacekeepers from prosecution

Although France, Germany and Syria abstained from voting, a UN Security Council resolution exempting American and other UN peacekeepers from prosecution by the International Criminal Court was passed on 12 June 2003. The vote extends the controversial exemption for 12 months.
