Parliament sets up EU budget clash with governments

MEPS are expected to adopt a report which sets out the European Parliament's stance on the EU budget for 2007-13 in a plenary session vote next Wednesday (8 June).

The report, by German MEP Reimer Böge, recommends that the EU budget for the seven-year period should be 1.07% of gross national income (GNI). This is below a European Commission proposal for an average of 1.14% but more than the 1% of GNI suggested by France, Germany, Sweden, Austria, UK and the Netherlands. The report will form the negotiating position that Parliament will defend at the 16-17 June EU summit.

Jean-Claude Juncker, prime minister of Luxembourg, the current holder of the EU presidency, is seeing all EU heads of state and government in bilateral meetings, in a bid to reach agreement. On 15 June, Juncker will take part in a trialogue with the Commission and Parliament to see if a compromise can be agreed at the summit. He said that EU leaders "should prove to the Europeans that Europe is put back on the rails and is able to reach decisions".
